NOTICE OF PUBLIC HEARING PUBLIC HEARING: SAN BERNARDINO COUNTY COMMITTEE ON SCHOOL DISTRICT ORGANIZATION RE: RESOLUTION 2025-236 OF THE BOARD OF SUPERVISORS OF THE SAN BERNARDINO COUNTY FLOOD CONTROL DISRICT REQUESTING CONSIDERATION OF TERRITORY TRANSFER FROM ETIWANDA SCHOOL DISTRICT TO ALTA LOMA SCHOOL DISTRICT

NOTICE IS HEREBY GIVEN that the San Bernardino County Committee On School District Organization (County Committee) will hold a Preliminary Hearing in accordance with California Education Code Section 35721 for the purpose of taking public comment on RESOLUTION No. 2025-236 OF THE BOARD OF SUPERVISORS OF THE SAN BERNARDINO COUNTY FLOOD CONTROL DISRICT REQUESTING CONSIDERATION OF TERRITORY TRANSFER FROM ETIWANDA SCHOOL DISTRICT TO ALTA LOMA SCHOOL DISTRICT. At the preliminary hearing, the County Committee will receive and consider testimony by interested parties in support of or opposition to Resolution No. 2025-236. The preliminary hearing before the San Bernardino County Committee on School District Organization has been scheduled as follows:

Wednesday, May 20, 2026 at 6:00 p.m. Dorothy Inghram Learning Center 670 East Carnegie Drive San Bernardino, CA 92408

At the meeting on May 20, 2026, after the preliminary hearing, the County Committee will vote to grant or deny the request in Resolution No. 2025-236 that the County Committee consider the proposed territory transfer. The County Committee could also postpone voting.

If the County Committee grants the request, it will formulate a tentative recommendation for the territory transfer under Education Code Section 35721, based on information gathered from this preliminary hearing and other public comments that may be submitted to the County Committee, and based on a Feasibility Study (Study) required under Education Code Section 35753. This Study evaluates the feasibility of the proposed territory under nine criteria set forth in Section 35753 that must be substantially met, including among other criteria, whether the proposal will promote sound fiscal management in the affected school districts, avoid substantial adverse fiscal effects, not create significant school housing costs, be proposed around community identity, and preserve strong educational programs without significant disruption. The County Committee must find that all nine criteria are substantially met before it could approve the territory transfer.
